Black to Blue screen only on laptop with rebooting

Specs: Windows Vista
HP Compaq black screen, to blue, but nothing past this.
I did the f8 to start in safe mode and have tried going in a varitey of ways, but it goes to the black screen then and has the cursor showing. It might go to the blue screen with the same cursor but nothing past this. I am very simple on directions, so suggest only step by step directions please.
Not sure if this is xp or vista. bought in 2010

I would suggest you to follow the below mentioned steps in order which could fix the issue:

oKindly check if Hard Drive is recognized in BIOS or not.

oRun Hardware Diagnostics.

oBoot to Safe mode and perform system restore. If system restore fails or unable to access safe mode, follow next step.

oRun Start Up repair. You can refer to the URL mentioned for Start Up repair:

Thanks for the info.
All it will go to now from the f8 is the floowing message
status Oxc000000f
Ir says I need to insert the window installation disc and restart your computer.
choose language settings and says to hit start the repair your computer link.

"If you do not have this disc, contact your system adm or computer manufacurer for assistance"
I called yesterday a free line, but they wanted 299.00 to assist me.. no thanks, Ill buy a new computer if that is the case!
I looked for windows vista discs on line and it seems I find ones that state they can fix reboot issues.

In the info you sent it mentions having a vista cd. Is that what I need, or do I need to reinstall windows vista and buy a new windows vista disc?
Im confused. If I have to buy something like that, can I buy a new system such as windows 7?

I guess I need to know if there is something I need to buy as a cd, do I get something to repair or replace vista and if so, what>

Glad to hear from you.

I would like to confirm if you ran Hardware Diagnostics on your computer. If yes, did u get any error code?

If Hardware Diagnostics pass, then I would suggest reinstalling windows on your computer. If you haven’t received any Operating System discs with your computer, your computer manufacturer should be able to provide you the copy of that.

I am not sure if the copy of that disc on Ebay would work or not. But I would suggest you to get the Discs from your computer manufacturer which should be provided to you free of cost.

Else, you can even reformat your computer using recovery partition. For steps you can refer to the URL mentioned:
