If you NEVER see anything on the screen, it's a hardware issue.
Have you tried a different screen?
Often, when a laptop display goes bad, it's due to a cabling failure. Try moving the screen on it's hinges as it boots. If you see the screen flicker for a moment, it's a bad connection.
You could replace the cable yourself, but it would probably be smart to have a professional take a look, especially if it's under warranty (just send it in to Toshiba).
Or, it could be a motherboard related issue (assuming you are using integrated graphics) - in which case it would probably be cheaper to buy a new laptop.
