|If you do not see the message "No Signal" on the monitor screen, very likely it's the monitor itself which is faulty or "dead".|
To check if it is indeed the monitor which needs replacing, connect it to your laptop if possible (there should be a VGA port on one side of your laptop so you can connect the monitor using the same VGA cable that connects monitor to your PC).
If the monitor does not work on your laptop either, you need a new monitor.
However, if your tower is not starting up it won't be a faulty monitor. There is something wrong inside the tower. Get someone to check it over, maybe needs a new PSU (Power Supply Unit) which fits inside the tower.
Do not rush out to buy a new monitor if the tower is not starting up as the problem will be inside the tower.
