Alt + F10 will only get me as far as the boot menu. Cant get to the restore menu. Am I doing something wrong? ( emachines EL1200-07)

Try tapping F8 after the e machine logo. You should come to the Advanced Boot Options. Choose the first one
Repair Your Computer.
Then let it load some files and then you will get to it asking to select keyboard input. Click next Then a username and password type your username and password that you use to log into Windows if you have that. If not then leave it alone your username should show just click next. Then you should be on a screen System Recovery Options
It will say Choose a recovery tool. This should be the last option and the acer should boot to the recovery console. If it does not then something has altered the recovery partition. I am pretty sure acer, e machines and Gateway do the same thing mine is an HP and I have seen others do this also. It is kinda like a back door to the recovery partition.
