No, no period. Keep going. You've provided no information.

Could you download stuff before? If so, what changed such that you no longer can?

What browser and version are you using? You may need to reinstall it. Are there any software-imposed restrictions on your downloads? Have you done a virus/malware scan?

browsers are mozilla 2.0 and EI 6.0 no restrictions,i did downloads before, i can not scan, i can not get virus update

When you attempt to download something, what happens? Do you get an error message? If so what does it say? Does the download start and then stop?

Does 'EI 6.0' mean IE 6.0?

See if you can do a 'repair internet exploer':

You can probably download something like malwarebytes:

on another computer, burn it to a cd and run it on your ME machine. (I'm not sure if you can run it from the cd so copy it to the ME hard drive first)

I get this message "C:\WINDOWS\TEMP\any file. could not be saved,because you can not change the contents of that folder." on Mozilla,IE tell me can not open the site
change the folder ,change properties,nothing happen same message

In this case it was due to the folder attribute being set to 'read only':
