I haven't worked with Win98 in a while but I know the USB suport is limited. You may need to install or update your USB drivers, or there may be a specific USB driver needed for your keyboard. Did you try a PS/2 keyboard?

You start off by saying 'when I open my computer. . .' Does that mean you take a screwdriver and remove the cover to the case or do you mean you click on 'my computer' from the 98 desktop?

Then you say the 98 splash screen comes up and 'seems to load'. What does that mean? Is 98 successfully loading or not? If not the problem isn't with your keyboard.
