use Windows Commander Software, boot from a CD and reset your password.

there are other solutions but require more work

You don't need a user name or password to gain access to a Win 98 computer. Just hit enter at the password prompt and you will have access. If this doesn't work the computer has other problems.

As already mentioned you don't need a password to start up 98. 98 passwords are for loading user preferences and not about security. I think you can also hit ESC, click 'cancel' or just close the password box and it'll go ahead and boot to windows. Then delete the files in the windows folder with a .pwl extension. That deletes the password info. Then on next bootup you'll get the password box. Click OK and after that it won't ask for a password.
