You didn't list any system specs?

Has the system you're working with ever run Win98SE before or are you attempting to install it for the 1st time? Make sure you have no more than 512MB RAM installed.

Is your Win98SE CD bootable or do you have to boot off a startup floppy & then run the installation from the DOS prompt? Are you sure your CD is good? Try creating a new one.

You can download bootdisk (startup floppy) creators from here: https://www.bootdisk.com/bootdisk.htm
I suggest getting the one for WinME.
