Windows 95 passwords don't stop you getting into Windows like those on Windows XP & later.

When the password prompt appears just click 'cancel'
Windows will load the desktop, only it won't have the same icon arrangement as that which the previous owner had set up.

When in Windows, do a search for *.pwl and delete the ones that begins with a persons name you don't recognise (that will be the previous owner or owners)

Restart Windows, it will prompt for a password, leave it blank and click 'OK' (you may get another prompt then, just leave blank again and click 'OK'.

Password prompt shouldn't appear in future.
