If there's one actually available for Win98, it should be at the manufacturers' web-site---but be warned that few new-hardware manufacturers write drivers for such an old OS. There are generic storage drivers available on the web, but no real generic mouse drivers per se, at least not that I know of.

Best thing is to use a USB to PS2 adapter and connect the mouse into the PS2 port.

I thought there was some native 98 USB mouse support. What happens when you plug it in?
