You will need to burn the file below to CD if the Windows 98 machine doesn't already have support to recognize USB devices.

Obtain the Service tag for the Dell system. Go to support.dell.com, enter the Tag number, and download whatever driver you need. When you're prompted to run or save, save it to the CD.

Obtaining the service tag will not change anything. Windows 98 is already USB capable.

However, you must install the file I linked to in order for Windows 98 to recognize flash drives, which are USB mass storage devices.
