Solved emachine,pent 631 512 ram windows 98 NDIS error fix please

Specs: Windows 98, pentium 631 512 mb
installing win 98 on an old emachine so a client can run a program written in Fortran from 1977 to be used with DOS Data files. Critical work involving World Wide Power Grid stabilization.
The Software only exists on Floppy disc and all attempts to make this work in win 10 with virtual box and VM ware have failed. So now I am recreating hardware from the win 98 era that this program was originaly run on as win 98 is a DOS based file system that is easier to use than just straight DOS. I need help fixing the {while initializing device NDIS windows protection error)

How fast is the cpu in that thing? There was a Microsoft fix for windows 98 for cpu's faster than 2.1 ghz. Without the fix it would give that error. The fix was Q312108. It's not on microsoft's site anymore but a google search should turn up a download site. Be careful. A lot of those sites make you think you're downloading the file but you end up with something else. If you can't find it I should have it on my other computer. I can't remember but that fix may have only applied to 98 first edition. If possible install 98 second edition. The error may go away.

Also, 512 meg of ram is too much for 98 without some modifications. If possible lower the ram to 256 meg or less.
