If anyone is going to answer this question you need to elaborate. You are not saying what exactly happens when you boot up. You listed your config.sys/step by step confirmations. This does not help if we do not know the problem. DOS can't run windows is not anywhere near descriptive enough without further elaboration on the problem in the post. Please reply with more information on the problem/what you want to know. Sorry if I sound like a middle/high school English teacher :)

If all you are trying to do is run Windows then just temporarily rename config.sys file to config.old and it should boot up without it. Sometimes config.sys can prevent Windows booting if it includes bad commands.

If you are wanting to run DOS programs then you need to set it up to suit your needs.

Your question is unclear.
