Specs: Windows 7
Have windows 7 on computer but software runs on windows 95. Can install it as not 64 bit.

Dual booting Windows 7 and Windows 95 would be very difficult if not impossible, particularly on a laptop. The best way would be to install VirtualPC or VirtualBox on Windows 7 and Install Windows 95 on that. You will need a legal copy of Windows 95 to do this.

Yes. You need to install Windows 95 first, then Windows 7.

DOS-based operating systems always need to be installed first because they require use of the "C:" drive partition.

Installing more than one operating system on your computer

Also, if you want to be able to see files on the Win7 partition while you are running Windows 95, you need to format both partitions as FAT. Windows 95 and other DOS-based OS can not "see" NTFS.

Win95 can't handle the amount of RAM or the fast processors in a modern computer. Nor can it configure SATA controllers.

Why would you want to run Win95 anyway?
