Windows 8 laptop can't run anything. Not even CMD.

Specs: Windows 8
After an update a few nights ago my laptop isn't able to open anything. It opens "Run" and my computer but that's about it. There is an option in the system tray to "Finish installing device software" but it doesn't seem to be able to finish if I click it. I can't even open task manager when I try the screen goes black for a couple minutes then it says, "The sign-in process couldn't display security and sign-in options when Ctrl+Alt+Delete was pressed. If Windows doesn't respond, press Esc, or use the power switch to restart." If I try to run google chrome sometimes it will start the program but I won't be able to surf the web or anything it will just freeze in a white screen. Basically it won't run any kind of program at all or any application. I am typing this from my desktop.

1. Try restarting your computer. It's cliche, but it can help.
2. Press control+shift+escape. This goes straight into task manager without the middle screen. See if there are any processes running that shouldn't be and kill any you find.
3. Reinstall Windows. This will solve essentially any software issue. Beyond that, it would be a hardware issue and extremely hard to diagnose without additional information.

Did your laptop come with Windows 8 pre-installed ? Or did you do an upgrade to Windows 8 over a previous OS ?

What is the make and model of your laptop ?

Does it support UEFI ? Did you tamper with BIOS settings after Windows 8 ?
