Solved Win 8 on secondary HD won't boot without Win 7 on primary HD

Specs: Windows 7, 8gb
I have two harddrive, primary hdd with win 7 installed and secondary with win 8.1 installed just recently. Everything was fine until the hdd with win 7 is failing. I keep getting hdd failure message in win 8.1 and it asked me to backup and remove the hdd.
However, when I removed primary hdd, I can't boot into win 8.1 anymore. It gives me a black screen with blinking underscore. I can't boot from cd either.
So I tried to format win 8.1 and reinstall with win 8.1 chosen as default boot os but it is the same. I can't format my C drive where win 7 is installed either (format option grey out).
What can I do? I am thinking of formatting my secondary hdd again, remove primary hdd, and reinstall win 8.1 from boot cd. Will that work? I am worried I will get same black screen.

1: Do one drive at a time, in other words, cable only one drive.

2: Make sure when you reinstall, you delete ALL partitions & format to NTFS.
W7 - Click on > Drive options (advanced) Then highlight each partition & hit > Delete.

Here are some examples of why you delete all partitions.

3: Do W7 first

"reinstall win 8.1 from boot cd"
No idea what you have on the boot cd.

If you have a dual boot setup, the boot info is on HDD1. Obviously if you remove HDD1, you remove the boot info, the result is no Win8.
