Why won't my computer let me do anything?

Specs: Windows 7
My computer won't let me do anything except through task manager. I have windows 8 on a Compaq cq58 Notebook pc. it freezes up instantly on start up and the only way to do anything is through task manager. I am not tech savvy so this make life very very difficult for me. I bought an outside hard drive to put all my files on but this started happening before I could even get it plugged into the computer. It happened after I reinstalled my Norton antivirus subscription. I can't click on anything because it says its constantly loading.My homescreen is constantly rebooting. please help. All my schoolwork is on here.

If you shut it off and power it back on does it attempt to repair it?

To err is human but to really screw things up, you need a computer!

Can you boot to safe mode using the F8 boot menu? If so it'd probably be a good idea to either uninstall Norton--since you associate that with the onset of the problem--or do a system restore to a date from before the problem started.
