why does Windows 8.1 screen always start as half size

Specs: Windows 8.1
when I login and clikc on a desktop icon, the screen comes up only half size. I can of course click on the top right corner next to the close X and it goes to full size.
Why does it always start as the half size?

Use your mouse to "drag" the corner & sides of the window until it fills the screen.

Next time you open that application window it should automatically fill the screen.

What screen do you mean, internet explorer or something else? "Windows itself" does not have a screen with a close X.
