Specs: Windows 8
Why do i get "How do you want to open this type of file" pop up even when I am browsing the internet, how do I stop it? Please instruct me in steps I am not a tech:)

It could easily be due to malware. Download and run these three small freebies in the order given. The often find and fix what your Anti-virus can miss:

AdwCleaner:

(blue Download button near top - not anything else on the page).
Download and "Save" the file somewhere. Go to the saved file then double click it to run the program. Use the "Scan" button, followed by the "Cleaning" button.

Junkware Removal Tool (JRT)

Download and "Save" the file somewhere. Go to the saved file then double click it to run JRT. It might appear to have stopped at times or flash the screen but sit tight until it has finished.

MalwareBytes:

(green Download button top right - not anything else on the page)
Install and Run the program but before doing its Scan go to "Settings > Detection and Protection" and put a checkmark in "Scan for rootkits". Quarantine anything it finds.

If any of them find anything please copy/paste the associated logs on here.

What types of files are you having this problem with? Do you know the file extension?

I might be wrong but I took that to mean it even happens when you are not trying to open a file.

If it happens with opening a known file type (Word, JPG, etc) just right click on the file and select 'Open With' then select the proper program and if given the choice, select 'use as default' (not sure it W8.1 offers this option).
If it happens while browsing then in your browser go to Tools>Options>Applications and see if common programs are selected (Adobe Reader, Windows Photo Viewer, etc). If i tstill happens then it is probably Malware so refer back to #1 response above (cannot hurt anyway to run these listed).

You have to be a little bit crazy to keep you from going insane.
