why has Microsoft still not fixed this problem in windows 8 ? while programs created by other companies can do this ? the program I am running is called "USB safely remove"

"Safely Remove Hardware" is not a program, it's just a utility.

Microsoft has not "fixed" it because there's nothing to fix, you just need to realise when it's not necessary to use it.

The default removal policy for external hard drives and pen drives is "Optimized for Quick Removal".

That means you don't have to use the "Safely Remove Hardware" utility.

Provided the drive's activity light is not flashing (which means the drive is not busy) you can safely unplug it.
