Update W7 to W8 to W8.1 now MS STORE no longer available

Specs: Windows 8, Intel Mobile Core 2 Duo @ 2.60GHz / 8 GB
An Update from WIN 7 to WIN 8 was performed without any problem. But then the problems (see below) started. All my searches for a solution were not successful although a lot of answers to general problems of not reaching the STORE.

I have tried several times the update from WIN8 to WIN 8.1 accessing always the STORE. Many times the I have received a message like (not the original text but OK in it's meaning:) "out of time - try again after a while". Finally, after many tries the update to WIN 8.1 via the STORE started and ended successfully.
After that update has completed further MS WIN updates were initiated and completed without any problem.

However, there are now new problems:
1. STORE is not anymore available for local accounts
2. A new account with MS Live ID and Admin rights did not enable accessing the STORE: short display flickering and then back to desktob display
3. Any new account shows, that WIN application were not accessible ( a "X" in the lower left corner).

4. By the way: On another Notebook with preinstalled WIN 8 I still cannot update to WIN 8.1 (message: try again or fresh up your computer)

Believe me, I have googled hours. Problems have been indicated many times but without a useful solution.

Has any one a good idea to overcome these problems?

Just thinking aloud and you might have already covered this.

Not everyone notices in going from 8 to 8.1 you can opt for a local account (it was well hidden). If you have no specific need for an MS account you can still revert, see here:

I'm just wondering if the Store would then come back.

If not maybe the recent Windows update to 8.1 (pity they didn't call it 8.1.1 or 8.2) might jog it into action - assuming you don't already have it.

I am running a local account (Win 8.1 plus its update) and can access the store just fine. I have never had an MS account so, at least in theory, it is still possible.

Unfortunately I have no clever idea about how to fix this issue. You have obviously googled extensively so I doubt I would do any better. Maybe someone else will come along who has managed to fix this particular problem.

I suppose there is some vague chance that a future Windows Update will sort this out - sometimes there are bugs that only affect particular computers and don't get fixed for some time. Another major update is on the way, maybe as early as August.

Sorry we couldn't sort this. I can't think of any easy way around it, short of Windows re-install which I'm sure you wouldn't want to do. Thanks for popping back.
