For the installed version try to find the file chrome.exe - possible locations here:
http://superuser.com/questions/5920...
You can then make a desktop shortcut to it and see if it works. If so you can then pin it to the new start screen if you wish. If the path is via Appdata then you will need to show hidden files in order to locate chrome.exe (DO NOT show the protect system files).

For the portable there must be a chrome.exe file wherever you have saved it, so you could make a shortcut to that. If it came as a compressed file (one where you see the files inside it when you double click it) then copy all the contents to an empty folder first, then make a shortcut to chrome.exe.

EDIT:
You could also go to the new Start Screen (one with apps) then type chrome.exe and if it finds it, click on it and see if it opens. Alternatively right click it and it will take you to its location.

How did you uninstall/remove it in the first place?

Download/run ccleaner; it removes assorted junk file left by many not so well behaved items when they are themselves are removed... Possibly that residue is what is preventing you from reinstalling it?

And this link details removing chrome from assorted operating systems.

Can we assume you restarted the computer after the uninstall?

Does it still show in the Control Panel after uninstall?

If necessary you could try this on it:
