The active window, or file, is not on top, not visible -- ?

Specs: Windows 8, 8 Gig
Often, the window on top is not the active window. E.g. when I save in a window, the window remains on top, but is virtually in the background. The subsequent keystrokes are accepted by a window/program/file that I cannot see. So I type, thinking I am typing to the window I can see, but the input is accepted by a window I cannot see. Happens frequently, and is annoying and a timewaster. Thanks for any ideas.

I've a feeling that Windows has always had a knack of doing that. Like you I will be interested to read the responses.
