Repairing Windows 8.1 Basic

Specs: W8.1
Sadly, I have 8.1 (Basic). Trying to repair issues, but without the Group Policy Editor (only on 8.1 Pro), I seem stuck. First SFC fails to repair: "Windows Resource Protection found corrupt files but was unable to fix some of them." Then I tried DISM with "DISM /Online /Cleanup-Image /RestoreHealth" and that failed as "the source files can not be downloaded." I tried tips about stopping services and removing folders, but nothing helped. Mainly steps like this:

net stop wuauserv
net stop cryptSvc
net stop bits
net stop msiserver
ren C:\Windows\SoftwareDistribution SoftwareDistribution.old
ren C:\Windows\System32\catroot2 catroot2.old
net start wuauserv
net start cryptSvc
net start bits
net start msiserver

I had to uninstall ZoneAlarm to get cryptSvc to stop, but still SFC and DISM still fail to repair.

Any other things I can try without starting fresh?

Run SFCFix

Here is the fix for the SFC problem. Skip the first SFC scan, as you have already done it.

System Restore only goes as far as last week. This has been an issue for months I just finally gotten into looking deeper into it as long as time permits. This Restore will not work in my case.

I reply as fast as I can, but it could be hours or months. Always busy.

Usually it is a ownership or permissions problem.

Check those 2 files.
