Solved photo editing software that can superimpose photos

Specs: Windows 7
Hi,

I'm looking for a photo editing software that will allow me to superimpose one image on top of another and allow for captioning on my pc. I'd like to get something that's under $100 http://www.arcsoft.com/photostudio/

I'm just starting out using photo editing software so, ideally something at a beginners level would be best.

You need a photo-editing app that supports layers, such as Photoshop Elements, Paintshop Pro, or the free GIMP.

Gimp works fine for me and it has run well on XP, Win7 and Win8. It is not "aimed at beginners" but it's only a matter of finding out where to click to do anything you wish.
As with most things you start with doing the simple then move forward to the more complex. With practice I found it better than Phototoshop (long story). There is plenty of help available, as often as not just googling what you want to do will find the answers.
