Are you referencing Network Access Protection?

1. On the Windows apps screen type out services.
2. Over the right click on settings
3. On the left side click on view local services.
4. The PC will put you back on the generic desktop and you will see box.
5. On the right side scroll down, the listings are in alphabetical order.

From there you can enable the service, change its startup type, etc.

If you are referencing something else (e.g. windows firewall, symantec, etc), please let us know what it is.

If there is no Network Policy Server on your network then it is pointless to enable the service, you won't get extra protection. The service simply allows your computer's settings to be checked against the settings an IT Administrator configured, and for the settings to be updated to be compliant on your computer if they are out of sync.
