My computer restarting continuously before booting.

Specs: Windows 8.1 enterprise, Intel i3/4gb
I'm using Windows 8.1 on my desktop computer. It was working perfectly till last night. Today morning I'm trying to start the computer it shows Nothing on the screen and keep restarting continuously.
I've changed the RAM slot, checked the wires but not working.
I'm not able to access the BIOS.

I don't think it has anything to do with Windows.

If it can't boot successfully & just keeps restarting, it is most likely a hardware issue.

You can spend ages trying various things or replacing a component in the hope it will fix it, so the the best plan is to take it to a PC repair shop, they'll identify the problem very quickly.

maybe it needs opened up and all the dust bunnies blown out with compressed can of air?

If it never shows anything on the screen at all it is unlikely to be just a dust problem.

Does it start at all? Do you hear fan, HDD spin up? Any beeps? IS you monitor powered up, connected to the PC (loose cable?)?
