hi I need to reboot my laptop to uninstall a toolbar, I have unistalled programme but its says I need to reboot to get rid of it #

Yeah, a lot of times an install or uninstall procedure needs a reboot to finish what it's doing. But it's no different than a normal shutdown and restart.

Yes, reboot simply means shut down and restart. Not to be confused with factory restore or anything else.
