key brings up inverted comas before it

Specs: Windows 8.1
when shifting to a foreign language, one of my letters brings up inverted comas before it. How do I correct it

An inverted comma. . . like a single quote mark?

From what language to what language? What letter? What language is the keyboard originally designed for?

Original keyboard is in English. I use Russian Diplomat software. When I switch from English to Russian the letter ж has "ж two inverted commas in front of it. However, as once before it suddenly went away yesterday after 3 weeks of annoyance.

Thank you for your concern. I would still like to know how to correct it if it happens again.

So it's like the double quote mark " ?

If it only happens when you run the software it's probably the software that's at fault. If it happens when you just switch languages it may be the keyboard. Possibly an otherwise good keyboard might spit out something odd when using a different alphabet. You might try another keyboard from a different manufacturer.
