I am the administrator and now when i try to open certain files which requires admin permission it says access denied. what is this. IS my pc being hacked or it is some kind of virus or da Pc itself i malfunctioning. please answer
Access is not given to some files by default so that in itself does not mean anything has been hacked. If (as it seemed from your post) these are files you once could access normally then malware is possible. Run these three freebies in the order given. They are particularly good at finding and fixing things that an anti-virus can miss:

Download the free version.
Install and Run the program but before doing its Scan go to "Settings > Detection and Protection" and put a checkmark in "Scan for rootkits". Quarantine anything it finds.Please copy/paste the logs on here.
