There is no way you could have "accidentally" deleted the actual Internet Explorer software.

What you probably did was delete just the shortcut for it, that is something that can be done accidentally. The software itself is still intact.

Just use the search tool in Windows to find iexplore.exe, then create a new shortcut for it.

I know how to tell you how to do it in Windows 7, but not Windows 8 because I've never used it much.

Thank you for replying, yes l did delete it by accident throu virus scan :) and now l have an even bigger problem. Trying to bring it back by factory setting while doing it somehow it got frozen l turned it on manually then it said after checking media fail, No bootable device--Please restart system. l have cd-1 &cd-2 came with it but somehow does not recognize them, Pressing zero and turning it on does not work either l am not sure what to do :(..

I agree with phil22, you did not delete Internet Explorer. As per Microsoft - "Because Internet Explorer is now a Windows feature in Windows 8.1 and Windows 8, you can't uninstall it." I don't know what the problem is/was, but you've compounded it by unnecessarily attempting a factory reset.

"media fail, No bootable device--Please restart system"

That could be an indication that the hard drive has failed.
