Specs: Windows 8
Unable to log into my homepage after changing forgotten password on outlook. Talked to microsoft support and they said you may need to reboot the laptop

Reboot just means restart (power off then on again) - did you try that? Otherwise maybe they meant factory restore.

Do you mean your "Outlook home page" because that is the only page that should be affected by changing that particular password?

I was unable to access windows. It boots up but because I changed my outlook password I couldn't log in to windows because it was password protected. I'm trying a system restore from scratch because I luckily didn't have a lot of files on it yet. That was the only solution I could find

Sounds more like you set a Windows password. No Outlook password should prevent you getting into Windows. Hope what you are trying resolves it.

Am I understanding this correctly?

You are linked to an email address, in this case Outlook.com. Changing the linked password also changed the Windows Login for your account. If it is not a local account and is simply a linked account. Simply going to another PC and logging into your email/resetting your email password.
Then return to your Windows 8 machine, Restart. After restart, type in new password for that email address to login to your Windows account.
