Specs: Windows 64
I need my internet browser at the top of my screen but its appearing at the bottom and my operating system is windows 8.1

Sorry, not sure what you mean.

From the desktop, when you open an internet browser it gives a page which can be moved around like any other page, or do you mean an icon or the taskbar?

From the Start Page IE usually opens full screen. If you mean the associated block on there it can shifted with either a mouse or by moving it with a touch screen (if you have one).

Which browser, IE, Firefox, Google Chrome or some other?

Ah OK, you mean your browsers address bar, presumably the new full screen one from the Start Screen.

As far as I know that can't be done - it was a change made by Microsoft for reasons only known to themselves.

Keep watch though in case someone knows better.

Just to add that a shortcut icon on the desktop will produce IE (64 bit version ) in exactly the same form as it was in Windows 7. You make the shortcut to:
"C > Program Files > Internet Explorer > iexplore.exe".
This will have all the menu bars and the address bar at the top.

I appreciate that you might have a touch screen and prefer not to go that way - just thought I should mention it.

As mentioned above, you can use the desktop IE or even install another browser like Firefox and these still respond to touch on screen so I do not see the problem except that you will need to switch over to the desktop screen instead of using the 'metro' start screen to launch it.

You have to be a little bit crazy to keep you from going insane.
