How to fix System Configuration problem in Windows 8.1?

Specs: Windows 8.1 Pro with Media Center
I accidentally unchecked a Windows Service in the Services tab. I restarted, and Windows 8.1 booted a blank screen and the cursor blinking and disappearing.
I tried System Restore, but fails. Refreshing fails too.

I have heard of 180 day trials that do funny things when the trial expires. Is this the win 8.1 that came with your machine, or is it an upgrade?

I presume that you tried tapping f8 on bootup and selected safe mode to see if that would load?

I upgraded from the Windows Store. Safe Mode boots to blank screen with blinking cursor... The PC came with Windows 8

Did you try 'Last Good Configuration' from F8 advanced boot options?

You have to be a little bit crazy to keep you from going insane.

I'm using Windows 8.1 Pro with Media Center, and I don't think there is a "Last Good Configuration" option anymore.

What options are made available to you when you access the Advanced Boot Options menu?

Do you have "System Recovery" or "Advanced Startup"
