Go here and set your computer so that it doesn't hide file extensions (picture 6):

Best left that way and then you will be able to identify any file type. This will help you better understand the situation discussed in Johnw's link because the file extension defines the function of the file. Usually a picture is a jpg file and text is a txt file.

In fact there is no such thing as a "Picture Manager" file. Picture manager shows picture files which are usually (but not always) stored in your Pictures folder.

EDIT:
If you show file extensions when renaming only rename the name part not the extension.

Picture Manager is not included with Office 2013 and later versions, but you can install it as a standalone app.
