Does Snipping Tool have a key combination grab a snip when a full screen is blocking the Snipping Tool window?

Nope.

Print Screen key should still work, and that can be pasted in to the image editor of your choice.

I use custom short cut key press combinations of my own creation in Windows 7 to launch various programs I want quick access to at any time. I needed to make sure the application was accessable from the desktop. i.e. Has a desktop icon there.

I don't use Windows 8 but I figured you could create a hotkey combination to open snipping tool with a little work.

Add Snipping Tool to desktop Windows 8:

Some additional thoughts.

If you are on desktop you could drag a shortcut to snipping tool into bottom left of taskbar (quick launch).

Alternatively you could almost certainly define a hot key to start it using AutoHotkey:
