Specs: Windows 8.1, Celeron 2.16GHz / 4 gigs
Can Intel Hd Graphics use ReadyBoost 8GB USB memory for Gaming instead of the System Memory, if not; Is there an Application, or software that does that for me.

No.

The operational and performance characteristics of a flash drive are totally wrong for use in the graphics system. If it was somehow implemented it would hold performance back, not improve it.

For all practical purposes a flash drive is a disk drive, even if it is called memory.
