Make and model of laptop isfirst itme pholks here need.

Have you installed "anything" immediately prior to (before) the problem arrived?

Can you get into safe-mode? Press F8 when the system starts up; you may have to press it a few times, even possibly simply press and hold.

One thing to try as occasionally it works.

Remove all power, battery included. Then press and hold the on/off button for about half a minute or so. This discharges residual power in assorted components. Then restore normal power (battery included) and see if it will boot up ok.

Any "beeps" when the system starts up? If so what are they?

In addition to above comment ,
Try to reseat the RAM by removing it from the slot and reseat it again,

If you are going to reseat the RAM, while it is out clean the edge connectors with a soft pencil eraser then pop the sticks in and out a few times, to clear oxide off the sockets, before pressing it firmly home.

Always pop back and let us know the outcome - thanks

And do remember to remove "all" power - battery included... - before removing RAM sticks...

Did you change anything in bios setup?

And the problem is on a windows 8 laptop?

Sometimes the blinking cursor is a problem with the boot process on the hard drive and one of the commands to fix/repair that will work. One of the hits in a google search for fixboot "windows 8" was this:

It's a generalized approach with a lot of detail but looks to be good information.
