Enable flash player in internet explorer
Supposedly there's a flash player installed in my internet explorer bit I can't enable it please help
In IE11 Windows 8.1 it is downloaded as part of Windows updates. If present it is usually enabled by default. See if this helps, otherwise pop back and we'll look further:

Just noticed this is Windows "Phone" 8.1. Not something I know much about, although it seems Flash is not supported but YouTube (for example) uses HTML5 instead. Mentioned here:

I do not use IE typically, but I believe you go to Tools (or Cog) and then add ons and there should be an option to enable or disable each item.
You can always download the newest Flash Player and install it. The installer should by default set it to active.You have to be a little bit crazy to keep you from going insane.
