Wont stay off turns self back on

Specs: Windows 7
I shut down my computer and it shuts down normally but then it turns itself back on instantly why

If you mean Sleep mode, then your network adapter could be waking the computer. Click Start -> Control Panel -> Administrative Tools -> Computer Management. When the window opens, click Device Manager from the list at the left. Expand Network Adapters. Double-click each network adapter, then click the Power Management Tab. Make sure the checkbox "Allow this device to wake the computer " is unchecked.

Go into Device Manager again using the same steps as in my previous post, but do it for the Keyboard and Mouse. Double click on them and make sure on the Power Management tab that they aren't waking the computer from Sleep.

Will I did that step with keyboard and mouse and it still does it don't know what to do thanks anyway

You may want to go into BIOS and check the settings. Make sure Auto-On isn't enabled. Also make sure that Wake-Up on LAN isn't enabled.
