Windows Permision Change With Command Line

Specs: Windows XP
Can I change Memory Stick Permission With Command Line.
My Stick have unnecessary Folder such as Recycler Folder . I can't delete this folder.
So I want to change Permission From System to My PC Administrator.
My OS is XP Sp 3

Why don't you format the Memory Stick?

Do it on another comp, if you have to.
