Specs: Windows 7
cannot install programs on my computer. error message says "Windows installer service could not be started"

Type services in Search then find Windows Installer. Check to make sure it is not disabled.

If you have not tried it yet, sometimes just restarting the computer will fix errors like that.
It is possible that the problem was caused by malware but since you cannot install anything then you cannot install tools for cleaning it out (maybe that is the idea). Run a System Restore to a date that all was working correctly. When the system restore completes, Install, Update, and Run Malwarebytes Free Version (uncheck the free trial during the install or you will get the trial version instead of the free version). Remove all it finds and post back the log for review to see if there is something that might still be there that might need further cleaning.

You have to be a little bit crazy to keep you from going insane.
