Windows Installer error!

Specs: Windows 7 home premium, pentium(R)Dual core CPU T440 2.20GHz
i have a dell 15r laptop..with windows 7 on it.

i was trying to install java software"jdk 1.6" kit but whenever i try to install it i get error msg

"The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode, or the Windows Installer is not correctly installed. Contact your support personnel for assistance. "

i tried to google the problem but nothing worked....but i found that MSISERVER (which belongs to windows installer) is not there in my registry,may be somehow deleted.
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSIServer...is the path for the folder..
i don't wana try system restore for now....but is it possible to get this MSISERVER folder from other 64-bit comp any run it on this laptop...?

any other suggestion...ty for ur time!!

System restore will not have any effect on your personal files but will replace corrupted system files with working ones and restore registry errors that also are recent in origin. About the only negative I can think of is that a recently installed update or program may need to be reinstalled (unless it was the cause of the problem).
Manually 'borrowing' system files may not be a good idea because you may not know the two installs of Windows 7 may be different builds and may be different enough to cause other problems. If a Microsoft technician offers you the files for download then you should be OK, but I am not as comfortable with copying from another computer.

You have to be a little bit crazy to keep you from going insane.
