windows firewall error and everything i download has a virus

Specs: Windows 7
I have windows 7 and I can not turn the firewall on or off. I get an error message, plus I can not download anything or open any files from the internet. The moment It starts open I get a message that the file has a virus thus everything has a virus.

Go to
Search for mbam-setup.exe
Click on one of the servers that has it.
Save it to your hard drive
Run it
Do a full scan
Click show results
Click fix selected.

I have tricked viruses with that method.

Go here:

Download the ISO, burn to a DVD. Boot with the DVD. Ensure you are on-line when you do (connected to the internet).

It is Linux OS based anti-virus disk - one of several freebie such items out there...

It will load itself into RAM only; will not do anything (load) to hard drive etc. It will go on-line to update itself and then scan your entire system for viruses; and will fix/clean out what it finds.

Then reboot without the DVD of course and see if things are somewhat improved...?

Then go here and download/run adwcleaner:

It will clean out other "stuff" that may be causing problems...

Then go here and download/run malwarebytes:

It will clean out all manner of pests...

After the above two scans, reboot to see how things are?

Likely johnw may drop across this post - later... He is one of several here very much across virus issues - more so than I... And he may suggest other measures too - worth to attend...

Just for info, mbam-setup.exe (#1) is the same as malwarebytes (#2).

A good program to start with but, as said, you will probably need more than this.
