Windows Failing to Boot

Specs: Windows 7
NOTICE: Computer is actually "HP G60-23OUS Pentium Dual Core T4200, 3 GB RAM, 300 HD Laptop. Error posting, my apologies.

I am currently reformatting my computer. I
booted off my 4GB thumbdrive and everything
was going well until the window, "Windows is
finalizing your settings" with a loading bar
under that. I was like alright, cool, almost
done.
But alas, t'was not to be. After waiting about 7
hours, it still was not done. Well, actually
probably only like 15~30 minutes, because the
laptop automatically goes to sleep after a
period of inactivity. I can't do anything with the
computer.
If I hold down the power button and hope to try
reformatting again, it goes to sleep. Press the
power button once, it goes to sleep. What's
the problem? Is it because I chose
"Recommended Updates" in the setup
screen? What's the problem?

I suspect that your USB drive is not set first in boot order. Right after "Windows is finalizing your settings" appears, the install calls for a restart, but still must return to the install disk, not to the partially installed windows on your hard drive.
Go back into your BIOS settings and check your boot order I believe you will find the hard drive is before the USB drive. If you fix this and reboot with the USB drive inserted, it should return to the setup to complete.
