Windows 7 won't let me open anything!!

Specs: Windows 7
When I turn my laptop on sometimes it won't have any icons and the curser will be a loading circle, then I reboot it and sometimes it goes back to normal then I try to open the internet explorer or chrome and it wont open and will crash straight away, and it also won't let me open any programs. I have tried system restore back to when it was working fine and that didn't help. I have gone on safemode with networking and scanned my computer and deleted threats and that didn't work either. The internet and programs are working fine in safemode though, can anyone please help?

What antivirus did you scan with?

This could be a sign of an infection, can u boot to safe mode with networking by tapping F8 at startup ?
If yes download malware bytes perform a malware scan(full) delete what it finds then reboot ur pc.

A Curser is someone who swears or curses - I think you mean cursor ;)

From Safe Mode look in Device Manager and see if there any errors showing. If there are, let us know all about them and we can probably help you. Often a computer that only boots is Safe Mode has some sort of driver issue (because Safe Mode loads with minimal drivers).

It still could be a virus but I think it best do the above as a very first check. If no error is showing then follow the advice already given in #2.

If none of this helps then type msconfig in Search (hit Enter key) then click on what it finds. Look in the Startup tab and see if temporarily un-checking any item cures the symptoms. If so we can look more closely into that item.

Also right-click on the C drive, go to tools and schedule an error checking - at least a file system check. I wouldn't do a sector repair unless your important data is backed up.
