windows 7 won't let me change IRQ settings

Specs: Windows 7, Intel Celeron 3.06Ghz / 4GB
I just installed a new ASUS P5N-D motherboard and have disabled the onboard sound, installed my C-Media PCI Audio Device and NVIDIA GeForce 9500 GT PCI-e video card and windows 7 ha assigned them both IRQ 16 and will not allow me to change the IRQ. When I am in a game that uses lots of graphics and sounds my computer freezes sometimes it will unfreeze after i let it set a minute other times have to do a hard restart.

Any suggestions on how to get the IRQ's reset? I have uninstalled and reinstalled both.

Beginning with XP, Windows no longer let users change IRQs. The only thing you can do is prioritize the IRQs.
