Some programs and drivers may be messing with that. Since you said restore fixes it then don't put on what is messing it up.

1/3 of highway deaths are caused by drunks. The rest are by people who can't drive any better than a drunk.

Sometimes certain programs running in the background or minimized will prevent sleep from starting. Use msconfig/start tab and uncheck everything except Microsoft and antivirus and restart. This may help, if it does, it probably was one of those programs that the program writers think you need to be constantly checking for updates, this is rarely true, many of them will check anyway whenever you launch them properly. This will also conserve power if it is a laptop and reduce background CPU usage on any computer as well as reduce internal heat.

You have to be a little bit crazy to keep you from going insane.

There are sleep settings in Windows 7 for each power plan. Go to Power Options, Change Plan Settings, Change Advanced Power Settings, Click on Sleep, then Sleep After and set your durations (time or never).
