windows 7 will not recognize external hard dr

Specs: Windows 7
Windows 7 is not recognizing an external harddrive I have plugged into a USB port. It has recognized it before and now I can not get it to again!!

I've had 2 occasions were my kvm switch quit working and my computer wouldn't
recognize it and said I had a usb failure.
How I get it to start working is to turn my computer OFF
Unplug the power from the wall outlet for about 3 minutes and after that the
computer recognizes the kvm switch.
What your after is to drain the excess power from your computer before you
start up again.
If this fails to work, no harm done.

Did you use the 'safely remove hardware' feature before removing it last time? If not, try shutting down the system, plugging it in and restarting it up again. If the system did not recognize it was removed, it might remember it is supposed to be there when it 'sees' it on start up. -- worth a try anyway.

You have to be a little bit crazy to keep you from going insane.
