Windows 7 users experience freezing downloads

Specs: WIndows 7, 2x2.2Ghz - 4GB
We have around 200 PC's at work that are in the process of being upgraded from Windows XP Pro to Windows 7 Pro. They are all joined to our domain. The problem we are seeing is that whenever a user attempts to download a file, generally something relatively large (>50mb), from the internet the download will start off normally and then a random points will simply stop making progress and the download rate will plummet to 0 and the download time with rise to infinity. It only happens on windows 7 machines -- files download fine on XP and when RDPd to machines running Windows server 03 and 08. The same thing happens using Chrome, Firefox, and we noticed on the Apple software addition to IE. All of the computers are using a hard line connection.

Has anyone heard of this before? I believe it has something to do with Win 7 and our domain - just not sure what

That cannot be the problem since the vast majority of the windows 7 machines are clean installs and we see the problem right away.
